Empower AI: As the Lead Hampton Roads Site VDI SME, you will be a key member of the Empower AI team providing support to the Defense Information Systems Agency (DISA) Joint Service Provider (JSP) on the Platform Services contract. The analysis and rationalization will eliminate the redundant tools across JSP and provide a more proficient and better utilization of the enterprise tools. The OSS team will analyze and re-design the OSS OOB management network; assist with the build out of OSS framework, help establish policies and procedures for tools and rationalization of tools. - Implement the created framework and revise current processes that measure, control, and manage JSP systems and services in a multi-tenant environment through an integrated array of best-fit COTS solutions. - Provide a solution compatible and capable of integrating with DISA’s JRSS, JMN, and JMS initiatives. - Provide input to (an average of 3 – 5 monthly) and review implementation plans; detailed designs; systems architecture; decision matrices; transition/migration agreements; capacity studies; and schedules. - Capture, gather, and analyze enterprise tool requirements. - Analyze and Re-Design and OSS Out of Band (OOB) management network with the use of the OSS framework and roadmap to capture, gather, and analyze enterprise tool requirements. - Build and Sustain the OSS Framework. Working from network designs and other provided documentation from previous contract, complete the buildout of the OSS Framework and establish policies and procedures to sustain the OSS environment. - Provide System Integration / Migration / Decommission. - Provide O&M Support for the OSS network to include the following services/tasks: - Provide a documented process for the OOB network to support RMF requirement and the tools to be hosted on the OOB network. - Provide ISSO support for enterprise tools like SITSCAPE, Remedy v9, as well as ensuring the accreditation requirements of all OSS tools are met. - Utilize the approved OOB management network design. - Provide continued visualization and collaboration support with the integration of enterprise tools and their data sources based on the system enhancement created in the previous phase the contractor will insert a functional system to demonstrate the capabilities of the solution. - Provide capacity management oversight solution to maintain performance of dashboard usage and growth. - Provide continued O&M support for the JSP tools with the need to ensure that all documents are maintained and updated as necessary, patching and compliance is managed and monitored if patching is accomplished by separate JSP functional area/team, that the RMF requirement is met, and the server is patched weekly and the compliant with the STIG requirements. - Implement and facilitate the Enterprise Service Bus after government provides decision on which tool to implement. - The contractor will provide Operations & Maintenance (O&M) for OSS enterprise tools and the facilitate the support of the single OOB management network to include the following services/tasks.

Maintain full readiness at the continuity facilities to maintain active processing for clustered systems and pooled load-balanced active systems. Take over the entire functional operational load during testing and for extended periods of time during national emergency, without requiring any special preparations or system building prior to the transfer of operations from the Pentagon to the continuity facilities using established contingency failover systems, processes, and procedures. - Develop and maintain JSP COOP plans, JSP Continuity training program, and JSP Continuity ERS rosters. - Coordinate and schedule JSP enterprise DRP exercises. - Provide system administration staff to provide touch labor and act as first responders during contingency operations and other hazardous conditions that impact continuous operations. - Transport Controlled Cryptographic items and COMSEC material between the Pentagon and the continuity facilities to include the transportation, protection, and operational support of Mobile/travel IT Operations such as the Executive Communications Kit (ECK), Secure Flyaway kits (SFKs) and deployable communications packages. - Coordinate, perform, and document failover test of designated JSP–supported systems from continuity facilities on quarterly basis and during COOP exercises and events. - Provide Tier 3 server and system contingency operations support from continuity facilities for all JSP mission essential enterprise servers and network infrastructure systems supporting all JSP customers and COG entities. - Establish a process and maintain the PKI systems for the management of DoD PKI to include being designated as Trusted Agents for the management of DoD PKI tokens, CAC, and alternate tokens at all continuity facilities (up to 25 sites). - Maintain visitation authorization requests (VAR) and access control for JSP staff requiring access or visitation to the controlled area within the continuity facilities. - Monitor readiness of resources at the continuity facilities and provide readiness status to the JSP Continuity Coordinator, OSD Policy Defense Continuity and Mission Assurance (DC&MA) Program Office, Joint Staff J3 COOP Support Cell, and DoD Headquarters/JSP onboarded customers. - Monitor and provide IT/communications status to the OSD Policy DC&MA Program Office, Joint Staff J3, and DoD Headquarters/JSP onboarded customers. - Provide weekly COOP readiness reports to the OSD Policy DC&MA Program Office, Joint Staff J3, and DoD Headquarters/JSP onboarded customers via the DoD Continuity Operations Portal. - Identify and facilitate implementation of IT/communications capabilities required to support OSD, Joint Staff, and other JSP customers. - Identify site shortcomings and deficiencies including: physical security, Local Area Network, network backbone infrastructure, Wide Area Network, information system contingency plans (ISCP), workstations, peripherals, telephony (both secure and non-secure), bandwidth, quality of service, and IA. Provide the Government with recommendations to mitigate continuity facility shortcomings and deficiencies. - Coordinate continuity facility IT contingency operations support requirements with the DC&MA Program Office. - Coordinate with on-site facility management and IT/communications personnel to support the ERS deployment to off-site locations during COOP events and national emergencies. - Provide ERS personnel continuity facility and COOP equipment orientations at continuity facilities without Tier 1 and Tier 2 support. - Provide technical evaluations or assessments for ISCP, COOP Plan Annex K, and Continuity Architecture Interoperability in the implementation of COOP, COB, and COG objectives with respect to interfacing with JSP networks, DoDIN, and other external IT/communications providers. - Provide impact assessment on COOP and COB operations and evaluate how they are impacted by national security policies. - Develop and maintain COOP and COB content on the JSP DoD COOP Portal. Maintain the design, structure, and content on the DoD COOP Portal for use by the DoD HQ components. - Manage and maintain oversight over continuity facility prepositioned hardware and operating systems, ensuring readiness of the systems and current level of patching/updates. - Provide Mobile/Travel IT Operations support including the ECK, SFKs, and deployable communications packages (such as Voyager 8) for leaders on travel and at remote continuity facilities in support of DoD HQ level COOP, COB, and COG real life events and exercises - Develop and moderate mid/senior level COOP and COG tabletop exercises - Develop, coordinate, and maintain COOP, COB, COG supplemental plans for JSP, including designated successor and the Pandemic Influenza plan. - Support National Special Security Events (NSSE) and emergency management events at continuity facilities focused on providing contingency Tier 3 support services and Tier 2 support to users during these events, which are up to four times a year and supported by the White House. - Develop and promulgate procedures and planning templates for use across the enterprise to ensure an effective standardized ISCP is implemented enterprise wide in compliance with the applicable authorities and guidance with RMF. - Assist the Government COOP Coordinator in preparing and maintaining information system contingency plans for all services provided under this order, participate in contingency planning and COOP exercise meetings, and support COOP exercises. - Attend Pentagon facility and building management plan reviews for mission critical/emergency site projects and exercises to ensure minimal to no impact to the JSP’s critical organizational systems. - Report exercise/project outcomes to JSP Government COOP coordinator and/or JSP management for any necessary corrective actions and address operational and/or COOP risks and shortfalls. - Develop, coordinate, and maintain the JSP DRP for all JSP consolidated computer facilities and mission essential systems, in compliance with established DISA, DoD, and NIST guidelines. The DRP shall include all JSP, DoD HQ, and other JSP customers. - Provide technical evaluations and assessments of ISCP, COOP Plan Annex Ks, and Continuity Architecture Interoperability in the implementation of COOP, COB, and COG objectives with respect to interfacing with other JSP Centers, Divisions, and Branches, JSP networks, DoDIN, other external IT/communications providers, and JSP on-boarded and supported customers. - Report the Contingency Planning Controls under DoD Instruction 8510.01 Risk Management Framework (RMF) for DoD IT for all essential and critical IT systems maintained by JSP and represented in the JSP DRP. - Maintain oversight of structure and content of the DoD COOP and COG Portal on the DISA Defense Enterprise Portal Service SharePoint system to include readiness status reporting of the readiness status of DoD HQ continuity facilities. - Develop, coordinate, and maintain organization Business Impact Analysis (BIA) to include conducting, coordinating, and providing administrative support with JSP customers BIA risk assessment during onboarding and new system development. - Provide Continuity Operations Manager presence on the JNOSC watch floor. - Guide and implement a JSP DRP validation cycle and update program annually with the JSP Continuity Coordinator to ensure components maintain identification of essential systems in the DRP and in compliance with DoD DR and COOP guidance. - Ensure development and implementation of annual JSP DRP Exercise and program activities and completion of supporting documentation. - Coordinate and communicate JSP DRP exercises with JSP customers and mission partners. - Assist in the planning and coordination of JSPs participation in National Level Exercise, DoD/OSD, CJCS, DISA COOP, and COG exercises. - Facilitate and provide administrative support and meeting minutes for monthly COOP meetings and quarterly COOP forums.

Typically, there are 15-20 ongoing initiatives per month but no more than 30. - Prepare Sponsor Forms for Government approval prior to beginning work on the initiative. - Complete all initiatives IAW the initiative plan (schedule, and performance). - Update initiatives weekly or as agreed upon by the Government to reflect the initiative status. - Provide for each initiative the lead, requirement, scope, resources required, and schedule, as agreed upon by the Government. Additional documentation may be required based on the nature of the initiative. - Develop O&M packages or update transition packages with JSP Government approved templates, schedules, and sponsor forms. - Report status of initiatives in the Weekly Activity Report and at the monthly IPR. - Document each initiative in the enterprise ITSM ticket systems. Sub-tasks of the project will be created in Remedy to document and monitor the level of effort, time, and resources involved. Reporting will be provided through SharePoint.

Provide operations, maintenance, implementation, management services, and failover integration and support. - provide on-going maintenance services that are comprehensive and integrated across functional technical areas of the JNOSC, which includes data storage, data storage transport failover software, servers and blade servers, hyper-converged platforms, backup and recovery, and effectively utilizing vendor maintenance contracts. - Support a complex and multi-environment storage solution (on-premises, alternate site, hybrid-cloud environment) and shall provide migration support for the relocation of on-premises storage to a future state environment as required. - Provide life cycle management and support of the JSP-managed storage environment, inclusive of O&M, decommission, software upgrades, migrations to new storage hardware platforms and cloud hosting environments, storage rationalization, and disaster recovery. - Develop a plan to execute major software version upgrades of the tools and software maintained by the vendor and obtain government approval of the plan within 3 months of the version release. Execute major software version upgrades to tools and applications maintained by the vendor within 9 months of Government approval. - Develop a plan to execute major server operating system upgrades/migrations for all server operating systems maintained by the vendor and obtain government approval of the plan within 3 months of version release. - Provide technical support for future state transition and management of the JSP's compute and storage environments. This includes supporting coherent migration of apps, data, software, and databases from the JSP's on premise infrastructure to target state infrastructure at a rate of no less than 5% of the total transition requirement per month. - Ensure an optimized storage environment, inclusive of the following support activities: maintain visibility into storage resources and usage, deliver efficient storage administration, storage virtualization, tiered storage architecture, configuration, storage management software integration, and policy-based storage management. - Provide an effective maintenance program to achieve improved availability of customer COOP and COB services and a timelier JSP OPS infrastructure response to capacity reallocation and expansion. Within the first 90 calendar days of the order, the contractor shall provide recommendations with respect to changes that will result in improved availability and more timely responses. - Provide failover integration and support. Support traditional server clustering solutions (i.e. EMC AutoStart and Veritas Cluster Server, Microsoft Cluster Server) on tenant provided compute platforms (i.e. tenant operated hypervisor, and computer hardware). - Provide backup and recovery services. Provide enterprise data backup and recovery services for JSP and customer supported applications. The backup environment is currently hosted on IBM Spectrum Protect (SP) Application with the limited utilization of Tivoli and Commvault.

This will allow JSP to offer services and infrastructure to customers via a Platform as a Service model, Infrastructure as a Service (IaaS) model, Desktop as a Service (DaaS) model, or at minimum, limit application deployments only to standardized servers.   Highlights of Responsibilities: - Provide technical expertise in the architecture, deployment, and sustainment of multiple large, geographically dispersed, and clustered Enterprise OM Telos AMHS platforms. - Perform system operation and administration of large-scale active-active geographical clusters using a Government-purchased clustering tool, such as Dell EMC AutoStart or Symantec Veritas Clustering Server and clustered applications for Microsoft Structured Query Language (SQL), Autonomy/Verity K2/IDOL and Telos AMHS platform. - Provide, within the monthly IPR and in support of monthly metric collection, reports detailing total messages by organization and user for each AMHS. - Respond to interruptions in message processing and AMHS outages to meet the continuous operation performance requirement. - Manage and provide creation and maintenance of all profile query/agents to include Discretionary Access Control and Limited Distribution Control for filtering and dissemination of message traffic to customers’ preferred delivery points including bulletin boards and Simple Mail Transfer Protocol (SMTP) addresses forwards/relays.
