ESSENTIAL FUNCTIONS BY LEVEL:   Highlights of responsibilities:   - Be part of the Transition-in Team to transition operations from incumbent to NCI and then fulfill duties as the Computer Systems Engineer/Architect on the program.  - Draft system support requirements documentation, for review in order to support the NDNIA/ACAS suite of software tools. - Research and analyze DoD and Department of the Army (DA) policies to mitigate implementation problems that may impact the NDNIA/ACAS implementation - Direct and participates in all phases of system development with emphasis on planning, analysis, evaluation, integration, testing and acceptance phases (IV&V and DT&E). - Perform high-level systems analysis, evaluation, design, integration, documentation, and implementation of complex capabilities that require a thorough knowledge of administrative and technical skills. - Develop draft NDNIA/ACAS sustainment support documentation for updating and utilization of current and future LandWarNet architectures, change control, configuration management, and operations procedures. - Design and prepare technical reports and related documentation, and makes charts and graphs to record results. - Provide Tier III sustainment support during migration and implementation of tech refresh life cycle. - Provide operational engineering support for the Configuration Management (CM) process in support of routine patching, synchronization with AGM and day-to-day operational issues. - Support NDNIA/ACAS planning, architecture, technical integration, project management, engineering, testing, training, coordination, implementation, and technical support in the Army Enterprise. - Support large-scale implementations NDNIA/ACAS products. - Apply higher-level business or technical principles and methods to very difficult technical problems to arrive at automated engineering solutions. - Provides consulting services to members of the professional staff and to the customer in the analysis and design of data processing systems, management systems, scientific systems, and other related areas - Makes technical decisions on kinds of data to be gathered and methods to be used in data collection and analysis - Provides technical direction, guidance, and assistance to assigned projects, suggesting efficient approaches and methods for solving problems - Develops analytical and computational techniques and methodology for problem solution - Prepares and presents written and oral reports - Prepares and presents proposals, or portions thereof, primarily in field of specialty - Analyzes, diagnoses, and recommends solutions to complex problems - Serves as principal analyst for research project - Develops advanced concepts of automation and information processing, display, control, and transfer for various subsystems - Conducts research and analysis of algorithms and defines data structures that lead to highly efficient system design parameters - Performs related work as required - Work is performed under the general direction of a senior level manager - Ability to establish and maintain effective working relationships with associates and client personnel at all levels - Ability to work in a normal office environment - Cost management responsibility within assigned area - Other Duties as assigned

In assuming this position, you will be a critical contributor to meeting NCI's mission: To deliver innovative, cost-effective solutions and services that enable our customers to rapidly adapt to dynamic environments.    Highlights of Responsibilities: - Responsible for high-level, day-to-day operational maintenance, support, and upgrades for complex operating systems, workstations, servers, switches, and firewalls. - Coordinates, directs and performs complex software installations and upgrades to operating systems and layered software packages - Schedules installations and upgrades and maintains them in accordance with established IT policies and procedures - Continually monitors and tunes multiple systems to achieve optimum performance levels - Interpret and/or discuss information with others, which involves terminology or concepts not familiar to many people; regularly provide advice and recommend actions involving rather complex issues - May resolve problems within established practices - Ensures workstation/server data integrity by evaluating, implementing, and managing appropriate software and hardware solutions of varying complexities - Ensures data/media recoverability by developing and implementing a schedule of system backups and database archive operations - Plans and implements the modernization of servers - Develops, implements and promotes standard operating procedures and schedules - Conducts hardware and software audits of workstations and servers to ensure compliance with established standards, policies, and configuration guidelines - Develops and implements new standards, policies and procedures - Works closely with Network and Systems Analysts to help determine and develop the systems that will be implemented - Guides the  work of lower level Systems Administrators
