NCI: As the Enterprise IT as a Service (EITaaS) PKI Engineer you will support the future of the Army’s enterprise IT services. As the Army drives towards its 2028 Modernization Strategy and postures to the era of great power competition put forth in the National Defense Strategy, we must operate and defend our networks ruthlessly. The Army’s communications network is the foundational weapons platform for the entire force. All Army operations depend on timely, reliable delivery and transmission of data. The Army is moving towards rapid and reliable Army Enterprise support and offerings. EITaaS is commercial delivery and management of protected IT services from the enterprise to the point of need (user) on the Department of Defense Information Network-Army (DODIN-A). Provides connect, protect, storage, computing, common IT services, hardware, software, and networking infrastructure.


Highlights of responsibilities:

  • Provide expertise and engineering support for certificate validation technologies such as, Microsoft OCSP and Axway Validation Suite.
  • Provide engineering expertise and support on the EITaaS architecture with particular focus on PKI and Identity Management aspects.
  • Provide test and analysis of Commercial off the Shelf (COTS)/Government of the Shelf (GOTS)/Open Source Software (OSS) products in support of the EITaaS PKI program.
  • Provide System Administration support to maintain a test and analysis network that tests patches, upgrades and other modifications to current baselines and current operations.
  • Provide engineering support to the Army in the areas of: Smart Tokens; PKI; Certificate Revocation; PKE; and logical and physical access.
  • Provide testing, analysis, integration, and support Army participation in DoD activities that merge CAC, PKI, PKE, biometrics, physical and logical access, as well as the development and integration of comprehensive identification (ID) management for existing systems and applications.
  • Provide design and documentation for analysis, integration, and testing operations for PKI.
  • Analyze, assess, engineer, test, integrate and support the infrastructure components needed to make SIPRNET PKI interoperable with DoD PKI and Network Security Services (NSS) PKI.
  • Design, engineer and implement an Army PKI infrastructure consistent with the EITaaS vision and architecture.




  • Clearance (required at performance start date): IT Level II (in accordance with AR 25-2) SECRET T3 (Formerly NACLC)
  • Current Information Assurance (IA) certification (required at performance start date): IAT III – One of the following (CISA, GCIH, GCED, CISSP (or Associate), CASP). IA Certification Category and Level (IAW DoD 8570.10-M and BBP 05-PR-M-0002).
  • Current Computing Environment (CE) certification (attainable within 6 months of performance start date): Microsoft Certified Solutions Expert (MCSE) certification.
  • Experience in Active Directory, Active Client, Hardware Security Module (HSM), Online Certificate Status Protocol (OCSP), and Certificate Authority.
  • Experience in Microsoft Internet Information Services (IIS) and Apache HTTP servers.
  • Education: Bachelor’s 4 - 9 years’ experience
