NCI is competing as a prime vendor for the INSCOM Secure Admin Operating Facility (SAOF) IT/AV fit-up contract at Ft. Belvoir, VA. NCI seeks an experienced Systems Engineer with experience designing and implementing complex IT/AV engineering, furnish, installation, secure and test (EFIS&T) projects and programs. This position is contingent upon award, expected on or about 1 August 2020. Work will be performed at or nearby Ft. Belvoir, VA. Additional position description and functions are as follows:





  • Provides consulting services to members of the professional staff and the customer in the analysis and design of data processing systems, management systems, scientific systems, and other related areas
  • Makes technical decisions on kinds of data to be gathered and methods to be used in data collection and analysis
  • Provides technical direction, guidance, and assistance to assigned projects, suggesting efficient approaches and methods for solving problems
  • Develops analytical and computational techniques and methodology for problem solution
  • Prepares and presents written and oral reports
  • Prepares and presents proposals, or portions thereof, primarily in field of specialty
  • Analyzes, diagnoses, and recommends solutions to complex problems
  • Develops advanced concepts of automation and information processing, display, control, and transfer for various subsystems
  • Performs related work as required
  • Work is performed under the general direction of a senior level manager
  • Ability to establish and maintain effective working relationships with associates and client personnel at all levels
  • Ability to work in a normal office environment, also ability to work in/around construction activities.
  • Cost management responsibility within assigned area




  • Bachelor’s Degree in Computer Science, Information Systems OR 15 yrs equivalent related experience
  • Experience with engineering documentation, including Engineering and Installation Plans, System Design and Architecture Documents, and other technical documentation.
  • Experience in the following: requirements analysis, CONOPS, system architectures, systems requirements specifications, leading design/development activities, analysis of alternatives (AoA), integration of requirements, design and technologies; deploying new plans/designs/systems into current operations, guiding new systems through assessment, system engineering management plans, system integration and test plans, interactions with the government regarding system engineering technical considerations, problems issues or conflicts; and being responsible for the technical integrity of work performed and deliverables associated with the systems engineering area of responsibility.
  • Current DOD 8570 IAT Level III certification (At least one of the following: CASP+CE, CCNP+Security, CISA, CISSP, GCED or GCIH)
  • Active TS clearance with current SCI eligibility
  • At least 5 years as a Senior Engineer.


  • Systems Engineer V: 10 – 15 Years


  • Familiarity with IA controls and the Risk management Framework (RMF), including the development of System Security Plans (SSP) and other accreditation artifacts.
  • Familiarity with US Army IT networks and systems design and implementation.
  • Familiarity with INSCOM IT design and installation standards and requirements. Experience with ICD 705.
  • Experience/familiarity with Army Regulations 25-1, 25-2, and 380-5
  • Experience with DOD/IC networks
  • Active TS/SCI clearance



This position requires the ability to perform the below essential functions:
