NCI: The Database Administrator II, under general supervision, designs, implements and maintains moderately complex databases with respect to JCL, access methods, access time, device allocation, validation checks, reorganization, and statistical methods.



  • Includes maintenance of database dictionaries and integration of systems through database design
  • Supports data modeling activities by way of prototype database implementations
  • Implements data models, database designs, data access and table maintenance codes
  • Resolves database performance and capacity issues, and replication and other distributed data issues
  • Installs and/or upgrades the mainframe product in the related environment
  • Competent to work in most phases of database management
  • Responsible for implementing and maintaining one or more complex Oracle databases
  • Implements procedures to control access and allocation of data, and maintains security controls
  • Develops database definitions and documentation
  • Reviews, develops, and designs data models using standard diagramming techniques, in conjunction with application development teams
  • Creates logical data models and translates into physical database structures that integrate with existing or proposed database structures
  • Monitors relational databases to optimize database performance, resource use, and physical implementations of databases
  • Addresses a variety of database integration issues including migration between disparate databases, integration, maintenance/conversion, capacity planning issues, and new applications
  • Maintains development, test and production RDBMS environments
  • Monitors and maintains database security and database software, in cooperation with ISSMs
  • Provides advice to applications programmers in the effective use of database languages; advises on troubleshooting, exception processing needs and other data management issues
  • Maintains availability and integrity of databases through multiple access schemes; facilitates sharing of common data by overseeing proper key and index management and data dictionary maintenance
  • May evaluate and recommend testing and evaluation of new procedures, software, and hardware
  • Monitors and manages database backups; installs, maintains, and upgrades database software; restores and/or recovers data as required
  • Experience interpreting data models and developing database structures; using standard diagramming techniques to design and develop computer data models; and implementing and troubleshooting programming changes and modifications
  • Knowledge of security requirements for databases, developing, documenting, and implementing backup and recovery procedures
  • Experience configuring, managing and maintaining the operation of complex relational databases
  • Familiarity with UNIX and Windows operating systems



  • Bachelor’s Degree or equivalent related experience
  • Experience in Design & Implementation; Statistical methods; Access time, device, allocation; Monitor standard procedures; System integration
  • 4 -9 years of experience
  • Active Public Trust


Preferred Education and Experience:


  • Expereince with Oracle
  • Modeling, documenting, creating and scripting specified logical schemas into physical schemas for all databases on NIPR and SIPR.
  • Administration, configuration, monitoring and tuning of all databases.
  • Design, and implement SSIS scripts for internal and external data sources.
  • Sustainment of existing SSIS scripts.
  • Configuration management of all changes between development, test and production databases.
  • Employ best practices for design, implementation and data security.
  • Design and manage databases.
  • Model and normalize data.
  • Solid understanding of T-SQL,Stored Procedures and SQL design principles (MS-SQL 2012/2016) is a plus
