Responsibilities

NCI: As an Agile Product Owner, you are responsible for implementing and managing Agile process for a Federal program, including helping educate the team in Scrum, Extreme Programming (XP), Kanban, and SAFe, ensuring that team members comply with the agreed Agile process. You remove impediments and foster an environment for high-performing team dynamics, continuous flow, and relentless improvement as well as to support the team to meet its goals and coordinate activities with other groups. You enable teams to self-organize, self-manage, and deliver via effective Lean-Agile practices. You support and enforce the Scrum process and other rules that the team has agreed as well as helps the team coordinate with other groups and communicates status to management as needed. In assuming this position, you are a vital contributor to meeting NCI's mission: To deliver innovative, cost-effective solutions and services that enable our customers to rapidly adapt to dynamic environments as well as to expand our AI solutions.

 

Responsibilities:

  • Identifying and refining customer needs
  • Prioritizing features
  • Guiding Features and Stories through the program Kanban process
  • Story definition and team backlog refinement and prioritization
  • Plan scrum implementation
  • Continuously find methods to effectively manage the product backlog as well as help the team improve performance in the areas of quality, predictability, flow, and velocity
  • Assist the team in their efforts to manage the backlog and guide the team while facilitating a healthy team dynamic with respect to priorities and scope
  • Organize scrum events as necessary
  • Work with Agile Programs to identify gaps in Agile delivery, and facilitate improvement
  • Develop Agile training curriculum and workshops
  • Lead Agile training and workshops for contractor and government staff
  • Lead and coach scrum adoption
  • Implement changes and steps to increase the team’s productivity
  • Collaborate with other scrum masters to improve the methodologies’ efficiency
  • Communicate and protect the by communicating with management and outside stakeholders
  • Helps foster the culture of technical discipline and craftsmanship that is the hallmark of effective Agile teams
  • Guide the team in establishing normalized estimates and helps the team understand how to estimate
  • Provide and analyze Agile metrics like Lean, Kanban and Scrum metrics

Qualifications

 

Requirements:

  • US Citizenship
  • National security clearance at the SECRET level
  • Bachelor Degree
  • Certified Scrum Master
  • 2+ years of experience in software management and managing a backlog of requirements.
  • Knowledge of or working experience with CI/CD pipelines
  • Innovative thinking – ability to learn new tools and techniques and apply them to the program
  • Excellent oral and written communication skills

 

 Preferred Education and Experience:

  • Two or more Agile certifications
  • Experience transforming large, government programs to Agile
  • Strong communication/interpersonal skills
  • Advanced Excel skills and experience using JIRA
  • Strong written and verbal communications skills, including the ability to communicate solutions effectively to technical and non-technical audiences.
  • Technical understanding to connect technical concepts to both technical and non-technical audiences
  • Innovative thinking – ability to learn new tools and techniques and apply them to the program

Physical Requirements: 

This position requires the ability to perform the below essential functions:

  • Sitting for long periods
  • Ambulate throughout an office
  • Ambulate between several buildings
