    Responsibilities

    NCI is seeking an Operations Analyst IV with duties as a Cost Analyst experienced to support operations within Product Manager (PM) Soldier Clothing and Individual Equipment (SCIE) on PEO Soldier Program, Fort Belvoir, VA. In assuming this position, you will be a critical contributor to meeting NCI's mission: To deliver innovative, cost-effective solutions and services that enable our customers to rapidly adapt to dynamic environments.

     

    ESSENTIAL FUNCTIONS:

    • Performs in a supporting role to the Project Manager (PM) and Deputy Project Manager (DPM) PM Soldier Clothing and Individual Equipment (SCIE). 
    • Provide program cost analysis services to the PMs in the development and maintenance of Program Office Estimates (POE), Life Cycle Cost Estimates (LCCE), Cost Analysis Requirements Description (CARD), Independent Cost Estimates (ICE), Component Cost Analysis (CCA), Business Case Analysis (BCA), and Cost Benefit Analysis (CBA). 
    • Assist in the initial planning documents, program & schedule breakdown structures, budget requirement analyses, and earned value guidance to Program/Product Managers and integrated product teams.
    • Provide support during review of contractor proposal submittals, including review of submitted hours, direct labor rates, overhead rates, other direct costs and general review of the contractor's Work Breakdown Structure (WBS).
    • Knowledge and understanding of US Government Authorizations and Appropriations, specifically within Research, Development, Test, and Evaluation (RDT&E). 
    • Familiarity with Execution Reports, specifically combining reports from subordinate organizations into one response.
    • Assist the PMs with contracting specialist expertise.
    • Work as part of a team with other members.
    • Other duties as assigned

    Qualifications

    MINIMUM REQUIREMENTS:

     

    • Security Clearance: Active Secret
    • Proficiency with Microsoft Excel, Word and PowerPoint
    • Good oral, written, and interpersonal communication skills, and analytical capabilities.
    • Prior experience with gathering, analyzing, and presenting facts both in oral and written presentations. 
    • Knowledge of Army Acquisition financial program management. 
    • Knowledge of DOD and Army financial management regulations and Fiscal Law.
    • Ability to handle multiple tasks simultaneously.
    • Other task as required.
    • High School AND 20 yrs experience OR

           Associates AND 16 yrs experience OR

           Bachelor in non-directly related field AND 15 yrs experience OR

           Bachelor in directly related field AND 10 yrs experience OR

           Masters in non-directly related field AND 10 yrs experience OR

           Masters in directly related field AND 7 yrs experience OR

           Doctorate AND 5 yrs experience.

     

         PREFERRED EDUCATION AND EXPERIENCE:

    • Experience in project management and DoD Acquisition is preferred.

          This position requires the ability to perform the below essential functions:
