  • Responsibilities

    NCI: As a Proposal Recruiter / Business Development Liaison, you will serve as an integral part of the Talent Acquisition team working in support of new and existing proposal opportunities, lending your support to a variety of business groups. We are looking for a well-poised, experienced professional comfortable operating in fast-paced and, at times, highly collaborative environment to join us here at our Reston, VA office. NCI supports a wide array of customers, skillsets, and programs to include, but not limited to, federal healthcare, cyber security, logistics, information technology support, and artificial intelligence. In assuming this position, you will be a critical contributor to meeting NCI's mission: To deliver innovative, cost-effective solutions and services that enable our customers to rapidly adapt to dynamic environments. 

     

     

    Highlights of Responsibilities:

    • Provide full life cycle recruiting and consultative support for proposal opportunities
    • Advise business development colleagues regarding human resources and recruiting considerations during the proposal process
    • Attend regular progress meetings with internal customers and recruiters, as required
    • Establish sourcing strategies that attract top talent in support of the company’s proposals
    • Ensure adherence to Office of Federal Contract Compliance Programs (OFCCP) and Equal Employment Opportunity (EEO) compliance, including data collection and record keeping
    • Effectively use talent acquisition resources, including those labor and non-labor, to recruit key personnel candidates and contract staff
    • Collaborate with the Business Development, Proposal Development, Capture and the Solutions team in support of ongoing and future objectives
    • Serves as the primary recruiting customer service representative throughout various proposal initiatives
    • Coordinate, attend or otherwise support relevant job fairs and other recruiting events
    • Develop and maintain strong working relationships with internal stakeholders across the business
    • Ensure the execution of standard operating procedures

    Qualifications

    Requirements: 

    • Bachelor's Degree with at least eitght (8) years of experience in technical recruiting within a government contracting environment; additional experience admissible in lieu of degree
    • Experience leading recruiting projects and activity
    • In depth knowledge of proposal management within government contracting
    • In depth knowledge of recruiting and human resources regulations within government contracting
    • Proclivity towards a consultative approach to working with internal customers
    • Ability to effectively organize, prioritize, and manage multiple tasks in a high-paced environment
    • Adept systems thinking, strategic and analytical skills
    • Ability to handle confidential information, including budget and salary information.
    • Proficiency with Microsoft applications.
    • Strong communication skills, both oral and written
    • A collaborative and supportive work style
    • Tenacity and patience
