    Responsibilities

    NCI: As a Senior Systems Engineer (Functional Engineer), you will provide support for the Soldier Protective Equipment (SPE), Project Manager, Soldier Protection and Individual Equipment (PM SPIE) of PEO Soldier at Fort Belvoir, VA. You will work on complex projects which will require original thinking and new approaches, guides, and aids, and will manage others on a major program, support priorities and ensure that the work products for the group conform to standards. You will plan and manage assignments, progress and evaluate results. You will use your experience and knowledge in the areas of Systems Engineering and the DoD Acquisition process to provide guidance as a SME for the team.     Highlights of Responsibilities:
     
    • Serves as laser and electro-optic engineer in PM SPE, providing technical services and recommendations for executing Soldier Next Generation Bomb Suit; head and body sensor program.
    • Requires a thorough knowledge of the Systems Engineering Management Process and Implementation, as applied to the Department of Army/DOD Acquisition process throughout all life cycle phases; knowledge of DOD policies on Systems Engineering, Integrated Product and Process Development (IPPD) and IPT Management; and ability to coordinate and negotiate design and engineering activities with other related programs and organizations.
    • Provides technical support and analysis in evaluation of sensor prototypes and systems, to include thermal imagers, image intensifiers, and lasers, to SPE and Soldier Project Manager (PM) partners..
    • Translates military operational and mission requirements into practical system concepts and performance specifications.
    • Develops and maintains technical documentation such as specifications, engineering drawings, system interface requirements, and engineering changes.
    • Participates in post awards, program reviews, design reviews, and IPTs as the project engineer and/or technical expert on assigned programs.
    • Evaluates design efforts to ensure integration of all the engineering disciplines and adequacy of the analyses performed, and optimize size, weight, and power, with cost.
    • Reviews test plans, procedures, and reports for technical adequacy on assigned programs, for both Government and contractor tests, as well as all failure reports.
    • Conduct and/or monitor lab, contractor, and field testing to assess system performance and compliance with requirements. Evaluate system performance against specification requirements and assess risk of meeting user and specification requirements.
    • Review engineering change proposals and waivers/deviations for technical merit, and conducts physical and functional configuration audits.
    • Determine or evaluate analysis needed to investigate failures or performance issues, and ensure appropriate and complete root cause corrective action is identified, validated, and implemented in all product as required.
    • Create, update, and maintain Systems Engineering Plans and related documents for assigned products.
    • Create Performance Specifications for PM SPIE products to be procured.
    • Review, edit and provide input to Statements of Work (SOW) for PM SPIE products.
    • Review vendor Drawings for accuracy and content against the requirements.
    • Participate in government testing (LUT, IOT&E, DT) as the Technical and PM Representative. Witness Contractor testing at the vendors facilities.
    • Conduct hardware and system reviews and analysis.
    • Review government and contractor test procedures.
    • Track emerging technology being developed from government, industry, and academia for possible implementation into PM SPIE products.
    • Update PM SPIE Briefings and slide presentations. Participate in schedule reviews.
    • Mentor junior engineers and review their work products for soundness, accuracy, and timely completion.
    • Perform other Duties as Assigned

    Qualifications

    Requirements:
     
    • Security Clearance: Active Secret.
    • Thorough understanding of the DoD 5000 series Acquisition process.
    • DoD Secret clearance required (or ability to obtain).
    • High School AND 20yrs translatable experience OR
    • Associates field AND 16yrs translatable experience OR
    • Bachelor in non-directly related field AND 15yrs translatable experience OR
    • Bachelor in directly related field AND 10yrs translatable experience OR
    • Masters in non-directly related field AND 10yrs translatable experience OR
    • Masters in directly related field AND 7years translatable experience OR.
    • Doctorate and 5 years translatable experience OR

     

    Preferred Education and Experience

    • 4 year degree in Mechanical Engineering, Electrical Engineering, Industrial Engineering, Chemical Engineering, or Material Science, Industrial Engineering or Optical Engineering
    • 5 years overall experience in electronic, mechanical, thermal, optical, materials, quality, aerospace, aeronautical or industrial engineering.
    • Background in understanding basic principles in quality management, Six Sigma principles, ISO 9001 principles, configuration management, and DFAR and DOD 5000 series regulations.
    • Knowledge of acquisition and program management
    • Proficient in MS Office tools
