  • Responsibilities

    NCI is seeking Operations/Program Analyst IV with duties as a Business Management Specialist experienced to support operations within Project Manager (PM) Soldier Protection and Individual Equipment (SPIE) in PEO Soldier Program, Fort Belvoir, VA. In assuming this position, you will be a critical contributor to meeting NCI's mission: To deliver innovative, cost-effective solutions and services that enable our customers to rapidly adapt to dynamic environments

     

    ESSENTIAL FUNCTIONS:

     

    • Analyzes and proposes ways to improve infrastructure, production and efficiency within the organization’s core operations
    • Plans study of work problems and procedures, such as organizational changes, communications, information flow, integrated production methods, inventory control and cost analysis
    • Recommends and implements security and system control procedures
    • Performs specific tasks in management analysis of policies and procedures; prepares reports and recommends alternatives for enhancing operational efficiencies
    • Serves as business program/management analyst working independently and with senior analyst to support the planning, coordinating, execution and management of the financial aspects of acquisition programs and/or sustainment
    • Provides technical knowledge of appropriation law, resource allocation and financial execution under the processes of DoD Acquisition and sustainment
    • Provides reviews and prepares budget estimate input for compliance with policy, rules, regulations, and procedures prescribed and provided by higher headquarters
    • Develops program plans and controls for future or new programs, to include the phased milestone schedules from development/purchase through fielding; also for the preparation, presentation, and defense of budget submissions
    • Prepares manpower data requirements, Program Objective Memorandum (POM) builds, facilitates Annual Program Resource Validation (APRV) development, supports the Strategic Portfolio Analysis Review (SPAR) and reviews program acquisition documents for appropriate data content and consistency executive level secretarial and administrative, travel support, and human resources support by assisting Senior Analyst and Government lead
    • Prepare financial status reports.
    • Assist in the development and management of the PM SPIE Spend Plan.
    • Prepare Military Interdepartmental Purchase Requests (MIPRs), and DD 1144 Support Agreements.
    • Prepare Purchase Requests using the General Fund Enterprise Business System (GFEBS).
    • Prepare and archive GFEBS Transactions Data Pull.
    • Manage prior year Overseas Contingency Operations (OCO) funding. Resolve Unliquidated Obligations (ULOs)
    • Manage prior year funds for Product Managers (PdMs) Soldier Clothing and Individual Equipment (SCIE) and Soldier Protective Equipment (SPE). Resolve Unliquidated Obligations (ULOs)
    • Create and review authorizations and vouchers in Defense Travel System (DTS)
    • Track status of contracts.
    • Maintain documentation for financial audits and government purchase card records.
    • Other duties as assigned.

    Qualifications

     MINIMUM REQUIREMENTS:                              

    • Security Clearance: Active Secret.
    • Proficiency with Microsoft Excel, Word and PowerPoint.
    • Good oral, written, and interpersonal communication skills, and analytical capabilities.
    • Prior experience with gathering, analyzing, and presenting facts both in oral and written presentations.  
    • Knowledge of DOD and Army financial management regulations.
    • Ability to handle multiple tasks simultaneously.

     

     

    EXPERIENCE REQUIRED BY LEVEL:

    • Experience in project management and DoD Acquisition is preferred.
    • High School AND 20 yrs experience OR
    • Associates AND 16 yrs experience OR
    • Bachelor in non-directly related field AND 15 yrs experience OR
    • Bachelor in directly related field AND 10 yrs experience OR
    • Masters in non-directly related field AND 10 yrs experience OR
    • Masters in directly related field AND 7 yrs experience OR
    • Doctorate AND 5 yrs experience.
