    Responsibilities

    Develops and maintains scalable, extensible, web-based information architecture for the cyber center contract in Germany.  Perform full life cycle development of web applications.  This includes writing, coding, testing, and analyzing new and existing applications in a dynamic environment. The Application Developer will also assist with the research, design, documentation, and modifications throughout the production life cycle.  

    1. Responsible for technical design, code development, testing, maintenance, and support of web-based applications and tools.
    2. Perform complex programming and custom code development as required to create new and augment existing applications and systems.
    3. Modify and enhance existing web-based applications and databases to accommodate new business practices and web functionality.
    4. Write complex relational technology software objects such as database indexes, stored procedures, database triggers, database functions, tables and views.
    5. Evaluate, troubleshoot, and performance monitor custom applications; and implement application tuning and programming optimizations to achieve maximum performance.
    6. Assist in the preparation of detailed project plans including scopes, requirements, time lines, deliverables, and testing schedules.
    7. Responsible for coordination of requirements and requirements documentation in support of customer requests.
    8. Ensure thorough testing of applications at the unit, integration and system levels before release.
    9. Ensure appropriate documentation, operating instructions and training is provided for all applications developed including extensive use of ’comments’ within code written or modified.
    10. Maintain and uses a change management process to document and track programmatic changes to applications.
    11. Provide problem solving support to web-based computer users.
    12. Investigate sources, evaluate, and maintain web development software.
    13. Perform other duties as assigned.

    Qualifications

    MINIMUM REQUIREMENTS:

    • Education: Bachelor of Science/Arts Degree in Engineering or Computer Science or Science or Business Administration or Mathematics. Bachelor's degree plus 4 years of specialized experience, or an associate's degree plus 7 years of specialized experience, or a major certification plus 7 years of specialized experience, or 11 years of specialized experience.

    • Certifications: Application Specific Certification (e.g. Remedy or Spectrum) and DoD 8570.01 M, IAT Level III Baseline Certification.

    • Clearance:  Secret clearance (SSBI).  
    • Specialized Experience: Four years of experience using, developing, and maintaining specific applications software such as BMS Remedy, CA Spectrum Infrastructure Manager or Implementer, Oracle, HP ArcSight, or CA eHealth.  Four years maintaining TCP/IP Networks.  Two years of experience with UNIX or Microsoft server-based platforms.  Two years of experience with any enterprise network monitoring and reporting software (manufacturer non-specific); Two years direct experience with US military command and control or commercial LAN/WAN communication systems.
