    The Program Manager (PM) has the authority to act on behalf of NCI, cyber center related contract and has full and autonomous responsibility for the overall effective management and allocation of the personnel and resources necessary to meet all contract specifications and reports directly to the Director of Operations. The PM is knowledgeable and experienced in all aspects of project operations defined by the PWS. The PM performs overall managerial duties necessary for the successful performance of cyber center. The PM provides direction and guidance to subordinate managers for enterprise management, DoDIN/DRSN, IT/IA, materials management, mission assurance, field operations and maintenance. The PM is the Government’s primary point of contact for the designated Government Contracting Officer (KO) for the day-to-day operation and maintenance (O&M) of each requirement and installation (site) where Contractor personnel are located. The PM is reachable to be contacted by the KO/COR at all times.


    1. Oversees development, implementation and application of operations maintenance and management control procedures for cyber center. Ensures quality standards are applied to all levels of the work and measured for effectiveness as well as articulating contractual performance requirements/standards to the program staff.
    2. Maintains an accurate listing of all PMO managers, site managers, and site leads with contact information and provide it to the COR as changes occur.
    3. The PM is responsible for full performance of services by employees and assigned subcontractors.
    4. Establishes policies and procedures for performance and control of contract related management functions and the management and supervision of technical support.
    5. Directs/monitors the development and deployment of project standard operating procedures.
    6. Ensures maintenance, supply, operation of Government Communications-Electronic systems and other services are provided as required in support of the project.
    7. Monitors the performance of the enterprise management, DoDIN/DRSN, IT/IA, materials management, mission assurance, field operations and maintenance personnel.
    8. In conjunction with the Director of Operations, serves as liaison between company and Government on this contract, interfacing with Government contracting authorities, using agencies, technical representatives and managers.
    9. Ensure programs compliance with policies and laws in the Host Nation country to include support of the Host Nation employee Works Council.
    10. Directs and monitors financial and technical contractual performance.
    11. Takes action to minimize/correct discrepant conditions.
    12. Oversees Management and submission of CDRL reports as required.
    13. Designates an individual authorized to act in the PM’s absence
    14. Performs other duties and assignments as required.



    • BS/BA in Engineering, Computer Science, Science, Business Administration or Mathematics and four years of experience or Associates in Art and seven years of experience. Major certification (e.g. Microsoft-Certified Software Systems Engineer) and seven years of experience. No degree/certification and eleven years of experience.  
    •  Four years working in a large VoIP environment to include design, installation, and support. CCNP Voice level experience, to include experience with large VoIP installations using Cisco Unified Communications Manager, Cisco Unity Connection, and Cisco Unified Presence. Knowledge and understanding of Acme Session Border Controllers, as well as Cisco InterWorking Gateway (IWSG) configuration. For DoDI 8570-1m requirements this position is classified as IAM III.
    • ITIL (minimum of foundation), Project Management Professional (PMP).

    • Security Clearance: Secret clearance (SSBI).



    • II: 4 – 7 Years 


    • Project Management Professional (PMP) Certification strongly desired
