    NCI: As a IP-VTC Army Enterprise Unified Capabilities (UC) Cyber Engineer Senior, provide non-personal Army Enterprise Internet Protocol Video TeleConference (IP-VTC) services supporting the United States Army Network Enterprise Technology Command (NETCOM). Provide IT support to NETCOM and NETCOM supported organizations for Department of Defense (DoD) Information Network (DoDIN) hardware, software, data, applications, tools, and systems used/provided by the Army. Provide direct support to the NETCOM and its worldwide customers with business operations, Network Operations (NetOps), Operations and Maintenance (O&M) support, Cybersecurity, Knowledge Management (KM), Army Enterprise Service Ownership/Development and Capability Management, plus Content Management requirements for Army Enterprise IP-VTC capabilities and services. In assuming this position, you will be a critical contributor to meeting NCI's mission: To deliver innovative, cost-effective solutions and services that enable our customers to rapidly adapt to dynamic environments.


    Highlights of Responsibilities:

    • Assist the Government with cybersecurity functional support for assessments, authorizations, and documentation of enterprise fielded systems managed by NETCOM HQ.
    • Provide qualified and cleared personnel to support NETCOM with its Risk Management Framework (RMF) processes.
    • Utilize the Enterprise Mission Assurance Support Service (eMASS) to record RMF activities:
      • Control implementation of all applicable Security Controls as identified via information system security categorization in accordance with NIST SP 800-53 and CNSSI 1253 (security controls are broken down into individual, measureable, statements called assessment procedures or Control Correlation Indicators (CCIs)) in accordance with DoDI 8510.01 (RMF for DoD Information Technology (IT)).
    • Assist the Government Capability Manager / Information System Owner (ISO) in ensuring that the information systems are configured in accordance with DISA Security Technical Implementation Guides (STIGs), applicable patches and other cybersecurity requirements.
    • Support the Government in following the DoD cybersecurity policy requirements set forth in DoDI 8500.01, “Cybersecurity,” and DoDI 8510.01, “RMF for DoD IIT” and their successors.
    • Provide support for the independent assessment of compliance of information systems with DoD RMF standards using DoDI 8510.01.
    • Extensive experience with DoD security hardening, collection and assessment tools (STIGs, Assured Compliance Assessment Solution (ACAS) Security Content Automation Protocol (SCAP), Nessus, etc.) and experience with security architectures, firewalls and network access.
    • Possess extensive experience in cybersecurity documentation and system authorization artifacts (System Security Plan, lifecycle documentation, continuous monitoring plan, Security Assessment Plan, Security Assessment Report, Risk Assessment, etc.).
    • Ensure that any RMF activities on behalf of NETCOM adhere to the operational Tactics, Techniques and Procedures (TTPs) and Operations Orders that are hosted on the US Army Component Workspace – Operations tab of the RMF Knowledge Service. The TTPs provide amplifying guidance and process implementation for the Army regarding RMF.
    • Ensure the VoIP equipment and applications are STIG and IAVA compliant.



    • Clearance (required at performance start date): SECRET SSBI
    • Current Information Assurance (IA) certification (required at performance start date): IAT II (CCNA Security, CySA+, GICSP, GSEC, Security+ CE, SSCP). IA Certification Category and Level (IAW DoD 8570.10-M and BBP 05-PR-M-0002)
    • Current Computing Environment (CE) certification related to Cyber Security Engineer / RMF, attainable within 6 months of performance start date:  
    • Bachelor’s Degree 10 - 15 year’s practical experience.


    Preferred Education and Experience:

    • Experience performing Security Assessments (e.g. RMF Assessments, FISMA Audit, CCRI, DIACAP C&A, etc) strongly preferred.
    • Information Technology Infrastructure Library (ITIL) Fundamental and Intermediate (Service Design, Service Transition, Service Operations, Continuous System Improvement) certification or ITIL Expert
    • Additional Computing environment certification preferred (MCSE, CCNA, CCSP, CeH, etc)
    • RMF experience and certification
