    NCI is seeking Operations Analyst IV with duties as an Executive Administrator (EA) experienced to support operations within Project Manager (PM) Soldier Protection and Individual Equipment (SPIE) on PEO Soldier Program, Fort Belvoir, VA. In assuming this position, you will be a critical contributor to meeting NCI's mission: To deliver innovative, cost-effective solutions and services that enable our customers to rapidly adapt to dynamic environments.




    • Performs in a supporting role to the Project Manager (PM) and Deputy Project Manager (DPM) PM Soldier Clothing and Individual Equipment (SCIE). 
    • Coordinates frequent travel of senior level officials including worldwide trip planning, individual itineraries, logistical arrangements, and meeting accommodations.
    • Reqular use of the Defense Travel System (DTS) and the Joint Federal Travel Regulation (JFTR). 
    • Manages calendars and coordinates daily events scheduling of senior officials to attend meetings at the Program Executive Officer and Directorate staff, and Senior Leaders within the Department of Defense and Industry. 
    • Represents the PM SPIE by welcoming visitors, reviewing correspondence; answering questions and meeting requests directed to the leadership.
    • Performs leadership functions in their absence and ensures all higher level engagements, higher headquarters meetings and conferences are properly represented by senior staff members, as well as staff directors or their representatives.
    • Provides guidance and direction to other administrative personnel in the organization, ensuring all administrative activities are understood and carried out in accordance with organizational standards and practices including correspondence with Headquarters, Department of the Army and Army Regulation (AR) 25-50.
    • Prepares a variety of documents, such as: correspondence, forms, reports, statistical tables, spreadsheets, briefings etc., using advanced skills and knowledge of multiple software packages.
    • Advises writers and researchers in matters of style, syntax, and usage to improve the general quality and effectiveness of communications.
    • Shows discretion and initiative in the preparation of special reports under general guidance. Facilitates communication within all levels of the organization, which requires good interpersonal skills, and knowledge of programs and practices of four diverse project management offices within PEO Soldier, and initiates lines of communication with outside agencies to accomplish the mission.
    • Other duties as required.



    • Security Clearance: Active Secret
    • Knowledge of Department of the Army rank structure and protocol.
    • Advanced knowledge of MS Office Suite and Outlook.
    • Good oral, written, and interpersonal communication skills, and analytical capabilities.
    • Education and Experience requirements:

    High School AND 20 yrs experience OR

    Associates AND 16 yrs experience OR

    Bachelor in non-directly related field AND 15 yrs experience OR

    Bachelor in directly related field AND 10 yrs experience OR

    Masters in non-directly related field AND 10 yrs experience OR

    Masters in directly related field AND 7 yrs experience OR

    Doctorate AND 5 yrs experience.





    • Extensive knowledge of the Defense Travel System (DTS)
    • Competent in the Joint Federal Travel Regulation (JTFR).
    • Experience in project management and DoD Acquisition is preferred.




         This position requires the ability to perform the below essential functions:
