    Responsibilities

    NCI: As a Program Analyst (Financial Analyst) for Army Program Executive Office (PEO) at Fort Belvoir, VA, you will support the Resource Management Directorate, Business Management Division. You will use your understanding of appropriations, General Fund Enterprise Business Systems (GFEBS), and Budget Formulation to support the PEO Soldier and its subordinate Project management Offices.     Highlights of Responsibilities:

     

    •     Working knowledge and understanding of the Army's Procurement Forms and Research, Development, Test, and Evaluation (RDT&E) forms (P&R Forms).
    •     Understanding of Execution of Funds.
    •     Review of Budget Formulation
    •     High level of understanding and expertise in MS Excel Pivot tables
    •     Knowledge and understanding of Appropriations, especially Research, Development, Test, and Evaluation.
    •     Working knowledge of the General Fund Enterprise Business System. Specifically, you must know status of funds and reports in general.
    •     Familiarity with Execution Reports, specifically combining reports form subordinate organization into one response.
    •     Assist decision makers to validate assumptions.
    •     Plan, evaluate, coordinate, and integrate actions with other staff elements.
    •     Work as part of a team with other members who may not be financial analyst.

    Qualifications

    MINIMUM REQUIREMENTS:

     

    • Active DoD Secret clearance.
    • Budgets experience, including experience with execution reports.
    • Working knowledge of the Army's Procurement Forms and Research, Development, Test, and Evaluation (RDT&E) forms (P&R Forms).
    • Familiarity with/develop Systems Engineering Plans.
    • Competence in MS Office tools.
    • Expert use of MS Office Excel, especially pivot tables
    • Ability to handle multiple tasks simultaneously.
    • Education and Experience:
      • High School AND 14yrs translatable experience OR
      • Associates field AND 12yrs translatable experience OR
      • Bachelor in non-directly related field AND 10yrs translatable experience OR
      • Bachelor in directly related field/ENGINEERING AND 5yrs translatable experience OR
      • Masters in non-directly related field AND 5yrs translatable experience OR
      • Masters in directly related field/ENGINEERING AND some related course/lab work experience,

     

          PREFERRED EDUCATION AND EXPERIENCE:

    • Experience in DoD acquisition is an advantage to have.
    • Working knowledge of the General Fund Enterprise Business System.

          This position requires the ability to perform the below essential functions:

    • Stoop, kneel, crouch, or crawl as required
    • Repeatedly lift and carry weight up to 15 pounds
