    This position requires a TS/SCI clearance and is located at a secure facility in the Washington, D.C. metro area.


    NCI: The User Experience Developer will be part of a team responsible for developing applications and delivering key capabilities in support of mission-critical functions for defensive cyber operations (DCO) within the Department of Defense.  Passionate about ensuring the user experience of applications meets all user requirements, including Section 508 Accessibility and understands the demands of releasing software in a DevSecOps environment using the practical methods outlined in the Scaled Agile Framework. Our customer within the Department of Defense is in a transition from building applications and infrastructure using Waterfall O&M processes to adaptive and responsive cloud-ready systems.


    In assuming this position, you will be a critical contributor to meeting NCI's mission: To deliver innovative, cost-effective solutions and services that enable our customers to rapidly adapt to dynamic environments.

    Highlights of Responsibilities:


    • Designs the visual layout for websites or web-based products with the goal of enhancing appeal to the user while maximizing functionality
    • Designs graphics, pages, forms, and navigation schema
    • Requires familiarity with HTML and various graphic design software packages
    • Conducts compliance testing of web sites, software applications, and documents using the guidelines or technical accessibility standards, specifically Section 508
    • Provides technical assistance and remediation guidance to developers
    • Interprets and applies guidelines or technical standards to a wide variety of environments and applications to ensure compliance
    • Documents testing methodologies
    • Writes accessibility compliance reports which delineate an application’s compliance with the appropriate set of technical standards
    • Recommends potential solutions by evaluating new and emerging assistive technologies designed to increase accessibility in the network environment
    • Tackles challenging, novel situations and work to make sure the team is able to respond to and leads in emergent accessibility topics
    • Responsible for delivering accessibility training and seminars as needed
    • Familiar with a variety of the field's concepts, practices, and procedures
    • Relies on experience and judgment to plan and accomplish goals
    • Performs a variety of complicated tasks
    • A wide degree of creativity and latitude is expected



    • MUST be a U.S. citizen with the ability to obtain and maintain a Department of Defense TS/SCI security clearance.
    • 10-15 years of experience as a User Experience Developer/Designer/Engineer.
    • Bachelor’s Degree or equivalent related experience
    • In-depth and extensive knowledge in accessibility experience of software, web, and documents
    • A track record of auditing and documenting compliance against guidelines and technical standards
    • Skilled at preparing management and technical reports
    • Excellent verbal and written communication skills
    • A recent track record with hands-on accessibility testing of complex software interface layouts involving UI elements.
    • Experience in the use of testing instruments, such as screen reader software (JAWS, Windows Eyes, NVDA), screen magnification software, voice recognition software.
    • Experience with PDF document accessibility testing and remediation.
    • Well versed with technical techniques and guidelines.
    • Well versed with CSS, HTML, JavaScript, JQuery and UI design principles.

    Preferred Education and Experience:

    • Experience working on software development contracts for the Federal government.
    • Experience leading large scale IT software development projects.
    • Modern software engineering practices including BDD, continuous integration, continuous deployment, TDD, pair programming, unit testing, refactoring, emergent
    • DevOps experience, to include version control, automated builds, automated testing, and continuous integration with tools such as Red Hat OpenShift, Jenkins, Liquibase, Git.
    • Testing experience with Functional Testing, Security, Integration Testing, System Acceptance Testing, and User Acceptance Testing phases.
    • Section 508 Certification (Trusted Tester).
    • Scrum Master Certification.
