    Responsibilities

    NCI:  As an Enterprise Top Level Architecture (TLA) IP-VTC Network Engineer – Subject Matter Expert, you will provide services in support of the U.S. Army Network Enterprise Technology Command (NETCOM). You will provide operational and technical engineering support for the implementation, testing, integration, interoperability, and sustainment of information technologies comprising NETCOM Enterprise capabilities. You will support engineering support, testing and technical support in the implementation of the Network Operations (NetOps) capabilities. Support government efforts in continued deployment of enterprise NetOps capabilities that directly support the Army’s maturing transformation and modularity concepts, doctrine, architecture, and organizations. In assuming this position, you will be a critical contributor to meeting NCI's mission: To deliver innovative, cost-effective solutions and services that enable our customers to rapidly adapt to dynamic environments.

     

     

    Highlights of Responsibilities: 

    • Support the enterprise Video Teleconference (VTC) device registration hubs, call proxy and security boundary devices at 14 Regional Hub sites.
    • Support IP-VTC bridge equipment strategically located to provide an Enterprise Army VTC meeting points and VTC bridge conferences services.
    • Evaluate and ensure security compliant of VTC client software on Non-classified Internet Protocol Router Network (NIPRNET) and and SECRET Internet Protocol Router Network (SIPRNET) and VTC equipment and application are Security Technical Implementation Guide (STIG), Security Requirements Guide (SRG) and Information Assurance Vulnerability Alert (IAVA) compliant   
    • Provide support for third party VTC interoperability, testing, and troubleshooting. This support includes Army customers using Defense Information Systems Agency's (DISA) Global Video Service (GVS), Army's Unified Capabilities Soft Client Subscription Service (UC SCSS), independent Army owned Voice and Video Firewalls (also referred to as Edge Border Controllers, EBCs; or, Session Border Controllers, SBC) and VTC bridges, and external Department of Defense (DoD) VTC entities (Air Force, Navy, etc.)
    • Support VTC call manager suites of equipment on NIPRNET and SIPRNET to communicate with voice and video call managers at the deployed unit locations and with voice and video call managers in all military theaters of operations. 
    • Support transition of VTC management tools to Joint Regional Security Stack (JRSS) Management Network (JMN).
    • Support interoperability, testing and troubleshooting of VTC services to and between end points located in JRSS enclaves and legacy Army Top Level Architecture (TLA) enclaves.
    • Support transition of Army voice, video, and collaboration documentation from DoD Unified Capabilities Framework and DoD Unified Capabilities Requirements (UCR) to DoD Information Network (DoDIN) Capabilities Framework and DoDIN Capabilities Requriements (DCR).
    • Install, configure, and maintain a lab environment in support of IAVA testing/patches and system/database upgrades.
    • Provide technical guidance and support to end-users, sites, including posts, camps, and stations, on problems relating to the endpoints, bridges, VTC appliances, desktop VTC, and GVS.
    • Provide IP-VTC Tier III support
    • Support to integrate together Voice over Internet Protocol (VoIP), collaboration, and IP VTC infrastructures routing and call bridging functions so VoIP, collaboration, and VTC systems call seamlessly with one another.
    • Provide IP-VTC engineering solutions and support to the Land Warrior Network (LWN)/Army DoDIN and Joint Information Environment (JIE) architecture and IP-VTC/UC/DoDIN Capabilities efforts with the goal of improving computer network performance, defense, and security.
    • Provide IP-VTC engineering support during system configuration, integrations, and stabilization of security mitigations and intrusion control mechanisms at Army Base/Post/Camp/Station. 
    • Perform IP-VTC engineering trend and traffic analysis; document and report potential flaws within the network. (Current TLA Engineering)
    • Provide IP-VTC engineering support to Capability Managers for current and planned implementations.
    • Analyze engineering data to support network performance, security, and capacity planning in accordance with Army regulations, directives, and policies. (Current TLA Engineering)
    • Provide engineering support to equipment in the LWN/Army DoDIN such as encryption, Remote client access, Network Access Control (NAC), Virtual Private Networks (VPN), Dynamic Host Configurations Protocol (DHCP) controllers, performance analyzers, Everything over Internet Protocol (EoIP), VoIP, collaboration, and VTC.
    • Draft, modify and provide input for, the following documentation such as: white papers, diagrams, Concept of Operations (CONOPS), System Design Plans (SDP), Interim Authority to Test (IATT), Interim Authority to Operate (IATO), Authority to Operate (ATO), Risk Management Framework (RMF) Assess Only and RMF Assess and Authorize, Test Plans, Weekly Situational Reports (SITREP) and Enterprise Technical Procedures (ETP), Metalogic audits/reports, Certification Authority (CA), projects, and applications.
    • Develop briefings, charts, technical papers, ad-hoc and recurring reports, spreadsheets, diagrams, In-progress reviews (IPRs) and other written documentation and graphical material. Draft, maintain, provide input to and update technical documentation such as Service Design Plan (SDP); System Design Plan (SDP); Engineering Implementation Plan (EIP); Software Acceptance test (SAT), Information System Support Plans (ISSP); Software Test Plan (STP), Software Implementation Plan (SIP), implementation guides; Tactics, Techniques and Procedures (TTP); and implementation plans.
    • Review, draft and provide technical input for Operations Orders (OPORDS), Fragmentary Orders (FRAGO), Plan of Action and Milestones (POAM), Functional Requirements Documents (FRD), TTPs, RFC, and other system requirements documentation per capability.

    Qualifications

    Requirements:

    • Current Information Assurance (IA) certification (required at performance start date): IAT III (CISA, GCIH, GCED, CISSP (or Associate), CASP CE, CCNP Security). IA Certification Category and Level (IAW DoD 8570.10-M and BBP 05-PR-M-0002)
    • Current Computing Environment (CE) certification (attainable within 6 months of performance start date): Cisco Certified Networking Associate (CCNA), CCNA Collaboration or equivalent
    • Clearance (required at performance start date): IT Level I (in accordance with AR 25-2) SECRET SSBI
    • Bachelor’s Degree in IT with 10 - 15 years practical experience

     

    Preferred Edcuation and Experience:

    • Master’s degree plus 5 years’ experience or bachelor’s degree with 10 years’ experience. In Engineering or computer science degree in one of the following disciplines: Electrical, Computer, or Computer Science
