    NCI: As a Reliability Engineer, you will work with NCI supporting the Program Manager Soldier Sensors and Lasers (PM SSL) providing Soldiers with improved lethality, mobility, and survivability in all weather and visibility conditions. Sensor and laser systems developed by PM SSL provide critical, on-the-ground direct support to U.S. forces. Soldier-borne sensors and lasers enhance the Soldier's ability to see in all battlefield and lighting conditions, to acquire objects of military significance before the Soldier is detected, and to target threat objects accurately for engagement by Soldiers or guided munitions. The NCI team helps the Government develop and acquire body-mounted, head-worn, and weapon system sensors and lasers to enhance battlefield domination and man-portable precision targeting systems (locators and designators) for the Joint Force Forward Observer, Joint Terminal Attack Controller, and range finders for snipers, scouts and infantry, Military Police, and other Soldiers for use across the full spectrum of operations. You will provide reliability plan, test, and evaluation expertise for the Program Executive Officer (PEO) Soldier team, delivering senior-level full lifecycle reliability engineering support. In assuming this position, you will be a critical contributor to meeting NCI's mission: To deliver innovative, cost-effective solutions and services that enable our customers to rapidly adapt to dynamic environments.



    Highlights of Responsibilities:                                                                           

    • Plan, develop, implement, and managesreliability on assigned programs over their life cycle. 
    • Plan and coordinate reliability tests and evaluations, analyze system failures and inadequacies, and ensure adequacy of efforts related to root cause corrective action. 
    • Coordinate, as needed, to develop operational RAM requirements for Capability Development Documents (CDDs) and Capability Production Documents (CPDs), and translates those requirements into practical system concepts and specifications. 
    • Develop reliability input for program management documents as required to include acquisition plans and strategies, source selection evaluation plans, supportability strategies, statements of work, and specifications. 
    • Review and evaluate contractor’s technical adequacy, and assures compliance with contractual scopes, schedules, and requirements.
    • Evaluate design efforts to ensure all appropriate analyses such as failure modes, effects, and criticality analysis, thermal and stress finite element analyses, circuit analysis, and tolerance analyses have been conducted, and that parts de-rating has been properly applied.
    • Evaluate system reliability past programs, and establish new and innovative reliability strategies.
    • Ensures adequacy of all reliability test plans, procedures, and reports for assigned programs, both Government and contractor, as well as all failed item analysis reports. 
    • Evaluate engineering change proposals and waivers/deviations for their impact on product integrity. 
    • Assess adequacy of environmental stress screening, and makes recommendations on changes required. 
    • Conduct continuing review and evaluation of reliability and program effectiveness through review of test data, reports, correspondence, data bases, field data, product and process audits, and observation of internal operations. 
    • Serve as consultant to other team members and mentor workforce on system reliability test and evaluations plans, procedures, and scoring techniques.
    • Develop reliability growth plans and perform reliability growth assessments using an appropriate growth test model. 
    • Assess reliability of fielded systems based on information such as spares demand, field maintenance reports, and logistics data bases. 



    • Masters Degree in Engineering or equivalent, and twenty (20) years of relevant experience.
    • Active DoD Secret Clearance, or the ability to obtain one.
    • Equivalent certification or experience commensurate with the ASQ Certified Reliability Engineer certification.
    • Must possess the breadth of experience and knowledge, and recognition in the the Reliability Engineering community, to lead efforts on assigned programs, and work independently with minimal oversight from the Government Lead.
