    NCI: As the Senior Systems Engineer ( Functional Engineer ) you will support for Program Manager Soldier Sensors (PM SSL) of PEO Soldier at Fort Belvoir, VA. You will work on complex projects which will require original thinking and new approaches, guides, aids and manages others on a major program, support priorities and ensures that the work products for the group conform to standards. Plans and manages assignments, progress and evaluates results. Shall possess knowledge and experience in the areas of Systems Engineering and Sensor Technology. In assuming this position, you will be a critical contributor to meeting NCI's mission: To deliver innovative, cost-effective solutions and services that enable our customers to rapidly adapt to dynamic environments.

    Highlights of Responsibilities:

    • Conduct/Run weekly technical IPT meetings with vendors.
    • Participate as Technical lead in weekly program management IPT meetings for PdM SSL programs/product Vendors.
    • Create, update, and maintain Systems Engineering Plans, Spectrum Support Risk Assessment documentation, and Frequency allocations documentation.
    • Review, edit and advise on requirements documents (CDDs/CPDs).
    • Create Performance Specifications for PM SSL products to be procured.
    • Review, edit and provide input to Statements of Work (SOW) for PM SSL products.
    • Participate in Source Selection and Evaluation Boards.
    • Generate and review Engineering Change Proposals, Notices of Revision, and requests for deviations.
    • Perform as Chair of Physical Configuration Audits.
    • Review vendor Drawings for accuracy and content against the requirements.
    • Organize, conduct and participate in engineering testing for PM SSL equipment.
    • Provide Subject Matter Expertise for program/product demonstrations (Live Fire and static displays) to high level VIPs, Congressional staffers and Generals.
    • Track CDRL deliveries and vendor Action Items.
    • Evaluate Vendor progress for government reporting to the KO (PEM). Member of Multiple IPTs as the technical lead (Wireless, Supportability, Strap (training), Interoperability).
    • Participate in government testing as the Technical and PM Representative (LUT, IOT&E, DT).
    • Witness Contractor testing at the vendors facilities.
    • Chair programmatic technical reviews such as PDRs and CDRs.
    • Conduct hardware and system reviews and analysis. Review government and contractor Test Procedures.
    • Track emerging technology being developed from NVESD for possible implementation into PM SSL products. Create and Review Milestone documentation. Update PM SSL Briefings to slides and presentations. Participate in Integrated Master Schedule reviews. Design, develop, prototype ancillary equipment/support items to be fielded (includes testing said equipment, creating solicitations to procure the equipment, evaluating proposals, awarding, first article testing and contract management for the equipment). Conduct Battery life and other tests. Analyze Weapon shock information.




    • Active Secret Clearance.
    • Knowledge of DoD 5000/DAWIA.
    • Education and Experience:
      • Bachelors degree in related field AND 10 years of experience OR
      • Masters degree in related field AND 7 years of experience
      • (related field refers to: Engineering or Applied Mathematics).
    • Knowledge of Product Development lifecycle.
    • Process Engineering Experience Knowledge of configuration management tools.
    • Knowledgeable of Night Vision Devices System Architecture.
