    Responsibilities

    NCI:  As a Test and Evaluation Coordinator, you will support the Test and Evaluation Coordinator, US Army’s Program Executive Office Soldier Strategic Modernization and Engineering Directorate at the Aberdeen Test Center, Aberdeen Proving Ground, MD. You will work on complex projects which will require original thinking and new approaches, guides, and aids. You will perform a key role in supporting test and evaluation events of major importance involving all products managed by Project Manager Soldier Weapons (PM SW), Project Manager Soldier Sensors and Lasers (PM SSL), Project Manager Soldier Protection and Individual Equipment (PM SPIE), and Project Manager Soldier Warrior (PM SWAR). In assuming this position, you will be a critical contributor to meeting the PEO Soldier mission.

     

    ESSENTIAL FUNCTIONS:

    • Plan and manage assignments, review progress, and evaluate results.
    • Manage the Master Test Schedule.
    • Manage the submission of tasking responses to higher headquarters.
    • Review and provide recommended changes to Test and Evaluation Master Plans (TEMPs) and other acquisition related documents.
    • Manage test ammunition requirements and forecasting.
    • Organize and direct work, coordinate efforts for test coordination, oversight, subject matter expertise, and consultation on acquisition testing process, requirements and impacts on PEO Soldier systems.
    • Assist in the definition, development, and maintenance of system testing processes, tools and procedures.
    • Identify, qualify, and quantify risks and develop mitigation strategies for systems testing.
    • Identify and analyze situations and/or issues, consider options, develop solutions and decide on, implement and monitor solutions for the test and evaluation of PEO Soldier systems to meet program requirements.
    • Provide technical support for the development of test plans.
    • Provide analytical support for the review and analysis of collected data.
    • Provide customer support experience at highest level of commitment to quality.
    • Generate and communicate innovative ideas in a collaborative environment.
    • Provide mission-oriented, strong critical thinking and problem solving skills.
    • Assist with setting and maintaining overall direction for testing and evaluation to control overall scope, budget, and schedule for complex, multi-project programs.

    Qualifications

    MINIMUM REQUIREMENTS:

     

    • Able to travel domestically and overseas in support of demonstrations, design reviews, speaking engagements (up to 25% if needed).
    • Strong working knowledge on Microsoft Office tools to include Word, Excel, Project Outlook, and Power Point.
    • Must hold and maintain a DoD Secret security clearance.
    • Education and Experience requirements: 
      • High School/GED AND > 20 years
      • Associates > 16 years
      • Bachelors in non Directly Related Field > 15 years
      • Bachelors in Directly Related Field > 10 years
      • Masters in non Directly Related Field > 10 years
      • Masters in Directly Related Field > 7 years
      • Doctorate > 5 years

     

    PREFERRED EDUCATION AND EXPERIENCE:

     

    • Possesses knowledge or experience in the DoD Integrated Defense Acquisition Test And Evaluation Life Cycle Management Framework.
    • Possesses knowledge or experience of Soldier related small electronics technology, computing, smart phone technology, Capability Set software defined radios (PRC154A or PRC-155 or PRC-117G) and associated Capability Set waveforms (SINCGARS or Soldier Radio Waveform).
    • Experience in tactical military operations center.
    • Experience in developmental and/or operational testing of military systems.
    • Experience in the training and operational employment of military body armor systems.
    • Experience in the training and operational employment of infantry weapon systems (e.g. M4 Carbine, M249 SAW, M240 Machinegun, M2 Machinegun, Mk19 Grenade Machinegun, handguns, and sniper systems).
    • Experience in the training and operational employment of infantry weapon system enablers (e.g. M145, M150, AN/PAS-13, aiming lasers, and sniper system enablers).
    • Experience in small arms live fire range operations.
    • In depth understanding of small arms ballistics.
    • Experience with reviewing collected data and providing analysis and analytical reporting.
