    NCI is seeking a Compliance Process and Projects Manager Team Lead for the Joint Service Provider's Cyber Security program. The Compliance Process and Projects Manager Team Lead shall assist the Compliance Project Manager in support of the Government in ensuring enterprise-wide compliance with all appropriate cyber security-related requirements, laws, legislation, rules, regulations, directives, instructions, and standards. In conjunction with performance of specified tasks, scheduled projects and ad hoc tasking, the contractor shall create, collect and store deliverables, work products, data and other artifacts to ensure continuous compliance, and audit and inspection readiness. The contractor shall develop new standard operating procedures (SOP) to document new/changing processes, procedures or operating environment, and review/update/improve existing SOP. The contractor shall prepare a written assessment with improvement recommendations, based on Capability Maturity Model (CMM) techniques, for all task documentation, including but not limited to SOP, work instructions (WI), and tactics, techniques and procedures (TTP). All work products, deliverables, documentation and information shall be stored, organized, and maintained on a government approved, commonly accessible share drive or SharePoint site.     Highlights of Responsibilities:
    • Supporting the Compliance Project Manager responsibilities in providing support for cyber security-related processes and projects, including, but not limited to, cyber task order processing and tracking, preparing and submitting cyber security scorecards, processing information assurance (IA) documentation, assisting customers/subscribers with IA questions, and preparing compliance process metrics. 
    • Supporting Compliance Processes, including assisting the government in planning, developing, coordinating, executing, and improving compliance related processes and process work products, deliverables and output. Compliance processes will be designed, documented and executed in accordance with standard operating procedures, DoD regulations and other applicable guidance. 
    • Developing, maintaining and providing a Cyber Security Compliance Program Plan.


    • Current DoD 8570 IAM II compliant certification
    • Active Secret level clearance
    • Bachelor's Degree with a Business IT focus with at least 7 years overall experience supporting an IT related industry/business environment, or Associate's Degree with at least 12 years of relevant experience. 
    • At least 5 years experience supporting DoD customers or a similar large, complex government agency.


    Preferred Education and Experience:
    • Demonstrated successful track record for delivering large/complex projects on time and within budget within DoD Organizations.
    • Expert-level knowledge in the planning, development, coordination, implementation and execution of policies and projects at an organizational level.
    • In-depth knowledge and experience of monitoring of Cyber Security Task Orders from higher headquarters commands.
    • Experience with the planning, development, coordination, execution and improvement of compliance related processes. This includes in depth knowledge of DoD 8500 series, NIST SP 800 series, DoD regulations and instructions to include: 8570-01, DoDI 8530.01, CJCSI 6510.01, Risk Management Framework (RMF), technical TTPs (specifically ACAS, SCAP, STIGS) and other security monitoring tools. Demonstrated experience with multiple technology areas and determining applicability, analyzing compliance requirements as defined within Cyber Security Task Orders from higher headquarters to ensure organizational requirements are implemented and verified.
    • Experience with tracking and monitoring Cyber Security Task Orders and their compliance within a timely manner.
    • Experience with knowledge management practices, implementation of automated solutions for tracking information, along with the development and review of Plans of Actions and Milestones and the development of metrics.
    • Experience with reviewing requirements, standards, and regulations related to an organization and it's customers base and discerning risk, analysis and assess work elements required in order to meet a projects objective.
    • Experience in using a project management tool, knowledge management best practices and ITIL standards.
    • Knowledge and experience with Information Assurance Vulnerability Alerts from higher headquarters to ensure functional levels remain compliant.
    • Experience communicating at a functional level and with government leaders and development of quality and accurate work products.
